Purpose:

The FHDC and SEBC Portfolio Holders for Operations will be asked to review the current differences in the approach to the payment of third party recycling credits in Forest Heath and St Edmundsbury and to consider a new proposal for West Suffolk.

Decision:

RESOLVED:

 

That the following be approved, in accordance with the proposals set out in Report No: EXC/SA/19/012:

 

(1)     current payments for third party recycling credits to continue at £30 per tonne from April 2019; 

 

(2)     payment of textile income to continue at £200 per tonne (subject to market value);

 

(3)     the third party recycling credit scheme is promoted to encourage additional community recycling;

 

(4)     payments for new third party collectors to be £30 per tonne (minus collection costs) from April 2020; and

 

(5)     third party collectors in the predecessor area of Forest Heath are put on notice of the changes to recycling payments, but will continue to receive their current recycling credit rate during 2019/20.

Reasons for the decision:

The FHDC and SEBC Portfolio Holders for Operations have considered the review of the current differences in the approach to the payment of third party recycling credits in Forest Heath and St Edmundsbury and have considered a new proposal for West Suffolk.

 

To this end, the Portfolio Holders have made the decision for the reasons set out in Section 5 of Report EXC/SA/19/012, which will in the longer term provide consistency in the payment of recycling credits to all third party collectors in West Suffolk.  However in the short term, a phased approach is required to reflect the current difference in payments, the new approach to recycling performance payments (RPP) by Suffolk County Council and the potential extension of the current scheme to additional groups.

 

The scheme will be reviewed during 2019/20 to assess progress.

Alternative options considered:

No other options were considered and rejected as the approach to the payment of third party recycling credits is required to be harmonised from 1 April 2019 when the new West Suffolk Council is created and Forest Heath District Council and St Edmundsbury Borough Council is dissolved.

 

It is considered appropriate to take a pragmatic phased approach to the harmonisation.
