Purpose:

The Assistant Director (Growth) has been asked to exercise their delegated powers under the Council’s Officer Scheme of Delegation contained in Part 3 of the Constitution.

 

The matter is in relation to seeking approval for the modified Newmarket Neighbourhood Plan to proceed to referendum on 30 January 2020.

Decision:

The Assistant Director (Growth) has exercised their delegated authority and made the decision to modify the Newmarket Neighbourhood Plan as recommended in the Examiner’s Report (October 2019) and for the modified Neighbourhood Plan to proceed to referendum on 30 January 2020.

Reasons for the decision:

Regulation 18 / 18A require a Local Planning Authority to formally consider and respond to each modification recommended by a neighbourhood plan examiner and the referendum area. These are published as the Decisions Statement, which is the trigger for the start of the referendum process.

Alternative options considered:

The Examiner’s proposed modifications are considered appropriate and acceptable and no further material modifications are proposed.  Alternative dates for a referendum were considered but found untenable for a number of reasons including the forthcoming general election, the Christmas holiday period, statutory timescales of the referendum and the election process and resources.
