Open Forum

At each Joint Executive (Cabinet) Committee meeting, up to 15 minutes shall be allocated for questions from and discussion with, non-Cabinet members.  Members wishing to speak during this session should if possible, give notice in advance.  Who speaks and for how long will be at the complete discretion of the person presiding.

Public Participation

Members of the public who live or work in the Borough/District are invited to put one question or statement of not more than three minutes duration relating to items to be discussed in Part 1 of the agenda only.  If a question is asked and answered within three minutes, the person who asked the question may ask a supplementary question that arises from the reply.

 

A person who wishes to speak must register at least 15 minutes before the time the meeting is scheduled to start.

 

There is an overall time limit of 15 minutes for public speaking, which may be extended at the Chairman’s discretion.

The Joint Committee received and noted this report which informed Members of the following substantive items discussed by the St Edmundsbury Overview and Scrutiny Committee on 9 January 2019:

 

(1)         Local Air Quality Management – Vehicle Anti-Idling.

(2)         Annual Report by the Cabinet Member for Leisure and Culture.

(3)         Customer Access Strategy 2019-2022.

(4)         Car Parking Update: January 2018 to November 2018.

(5)         Public Space Protection Order, Bury St Edmunds – Addition of  Condition.

(6)         Work Programme Update.

 

In relation to Item (3) above, a separate report would be considered by the Shadow Executive (Cabinet) at its meeting on 5 February 2019.  Following a period of consultation, a separate report on Item (5) above would be presented to the Joint Committee on 12 March 2019.

 

Councillor Mike Chester, Vice Chairman of the Overview and Scrutiny Committee also drew relevant issues to the attention of the Joint Committee.

That:-

 

1.           The place-based approach towards ‘youth unemployment and young people not in education, employment or training (NEET)’ be noted.

 

2.           £200,000 from existing internal growth section budget be used for a place-based approach towards ‘youth unemployment and young people not in education, employment or training (NEET)’.

The Joint Committee received this report which was requesting approval for £200,000 from existing internal growth section budgets, to be used over a two-year period for a place-based approach towards youth unemployment and young people not in education, employment or training (NEET).

 

The demise of the ‘MyGo’ youth unemployment/NEET provision commissioned by Suffolk County Council (SCC) and the West Suffolk Councils’ discussions with SCC regarding the benefit of locally targeted provision, had resulted in SCC devolving this budget provision to the districts.

 

In July 2018, the Suffolk Public Sector Leaders (SPSL) approved an investment of £200,000 for 2018-2019 from pooled business rates to support place-based approaches to tackle NEET and youth unemployment, with a match of £200,000 from SCC for 2018-2019.

 

Therefore, the districts had been tasked with producing a proposal for their area and the project proposals for West Suffolk were set out in Section 1.3 of the report.  The Joint Committee expressed their support for the project proposals as set out.

 

RESOLVED:

 

That:-

 

1.           The place-based approach towards ‘youth unemployment and young people not in education, employment or training (NEET)’ be noted.

 

2.           £200,000 from existing internal growth section budget be used for a place-based approach towards ‘youth unemployment and young people not in education, employment or training (NEET)’.
