12/02/2019 - Single Council Implementation - Harmonisation of Approach to the Payment of Third Party Recycling Credits ref: 601    Recommendations Approved

The FHDC and SEBC Portfolio Holders for Operations will be asked to review the current differences in the approach to the payment of third party recycling credits in Forest Heath and St Edmundsbury and to consider a new proposal for West Suffolk.

That the following be approved, in accordance with the proposals set out in Report No: EXC/SA/19/012:

 

(1)     current payments for third party recycling credits to continue at £30 per tonne from April 2019; 

 

(2)     payment of textile income to continue at £200 per tonne (subject to market value);

 

(3)     the third party recycling credit scheme is promoted to encourage additional community recycling;

 

(4)     payments for new third party collectors to be £30 per tonne (minus collection costs) from April 2020; and

 

(5)     third party collectors in the predecessor area of Forest Heath are put on notice of the changes to recycling payments, but will continue to receive their current recycling credit rate during 2019/20.

12/02/2019 - Single Council Implementation - Cessation of Batteries Collection Scheme ref: 600    Recommendations Approved

As part of single council preparations and the harmonisation of services in Forest Heath and St Edmundsbury, a West Suffolk approach to the kerbside collection of post consumer batteries is required. At present the kerbside collection of batteries is only available to residents of St Edmundsbury.  The FHDC and SEBC Portfolio Holders for Operations will be asked to make a decision on the proposed approach.

14/02/2019 - Newmarket Neighbourhood Plan: Second Pre Submission Consultation ref: 599    Recommendations Approved

The FHDC Portfolio Holder for Planning and Growth will be asked to endorse the Forest Heath District Council response to the Pre Submission Consultation draft Newmarket Neighbourhood Plan to form the basis of a submission to Newmarket Town Council, by the consultation deadline of 17 February 2019.

05/02/2019 - Exempt: Investing in our Commercial Asset Portfolio (para 3) ref: 598    Recommmend Forward to Council

The Cabinets will be asked to recommend to Council in private session regarding the proposed acquisition of property, adding to the Council’s commercial asset portfolio.

 

Details cannot be revealed as they could compromise negotiations and identify individuals causing prejudice to the Council and third parties.

 

Given the timeframe that is being worked to resolve this matter, it has not been possible to provide 28 days notice for reporting the matter being considered in private session. Under the Access to Information Procedure Rules of the Council’s Constitution, paragraphs 16.1 and 17.2, which requires that where the normal procedure cannot be followed in respect of the consideration of matters in private, the Chairmen of the Overview and Scrutiny Committees are to be informed as to why the matter cannot be reasonably deferred.  This has been undertaken accordingly.

05/02/2019 - Budget and Council Tax Setting: 2019/20 and Medium Term Financial Strategy 2019-2023 ref: 595    Recommmend Forward to Council

RECOMMENDED TO SHADOW COUNCIL (19 FEBRUARY 2019):

 

(1)     The revenue and capital budget for 2019-2023 attached at Attachment A and as detailed in Attachment D, Appendices 1-5 Attachment E and F to Report No: EXC/SA/19/007, be approved;

 

(2)     having taken into account the conclusions of the Assistant Director’s (Resources and Performance) report on the adequacy of reserves and the robustness of budget estimates (Attachment C) and the Medium Term Financial Strategy (MTFS) (Attachment D), particularly the Scenario Planning and Sensitivity Analysis (Attachment D, Appendix 5) and all other information contained in Report No: EXC/SA/19/007, the Shadow Executive (Cabinet) recommends a 0% increase in Band D council tax for 2019/20 for the predecessor area of St Edmundsbury, and a £4.95 increase in Band D council tax for the predecessor area of Forest Heath. This assumption is in line with the approved business case for a single council for West Suffolk with council tax harmonisation planned over seven years. The level of Band D council tax for 2019/2020 therefore be recommended to be set at £182.16 for the predecessor area of St Edmundsbury and £152.28 for the predecessor area of Forest Heath(Note: the level of council tax beyond 2019/20 will be set in accordance with the annual budget process for the relevant financial year);

 

(3)     the Assistant Director (Resources and Performance), in consultation with the Portfolio Holders for Resources and Performance, be authorised to transfer any surplus from the 2018/2019 revenue budget to the Invest to Save Reserve as detailed in paragraph 1.8.4, and to vire funds between existing Earmarked Reserves (as set out at Attachment D, Appendix 3) as deemed appropriate throughout the year;

 

(4)     approval be given to the Assistant Director (HR, Legal and Democratic Services), in consultation with the relevant service Assistant Director, to determine the establishment and the employment arrangements to deliver the Council’s priorities within agreed budgets and the principles of the MTFS;

 

(5)      approval be given to the Flexible Use of Capital Receipts Strategy as set out in Attachment G; and

 

(6)     council tax discount be granted to care leavers in accordance with the details set out in paragraph 1.12 and Attachment H.
